chsh -s /bin/zsh "$name"

This line could be replaced by editing /etc/default/useradd, or, if you install adduser and run that instead of useradd, editing /etc/adduser.conf:

# The login shell to be used for all new users.
# Default: DSHELL=/bin/bash
